1. Define the conversion event
Decide what movement counts, such as promotion into the band, reclassification, or accepted placement.
2. Count the eligible population
Use only people who could reasonably complete that conversion during the measurement period.
3. Enter completed movements
Count each eligible person once when the defined move is completed.
4. Review both rate and volume
The percentage shows process yield; the converted and non-converted counts show the scale behind that rate.
5. Use stable definitions for comparisons
If band rules, eligibility, or the measurement window changes, document the change before comparing results across periods.
