Accessibility Compliance Review Capacity Estimator

This estimator calculates how many accessibility compliance reviews a team can complete from staffing, available review time, average handling time, and a productive-utilization assumption. It is useful for compliance managers who need a practical throughput estimate before assigning review queues, setting service expectations, or deciding whether a backlog requires additional reviewers.

The result separates theoretical staff time from productive review time, then converts that capacity into weekly, monthly, and annual review volumes. It also estimates how many weeks the current backlog would take to clear if incoming work is ignored. The estimator converts available staff time into productive review minutes, then divides by average minutes per review.

Weekly capacity = Reviewers × Hours per reviewer × 60 × (Utilization % ÷ 100) ÷ Minutes per review

Monthly capacity = Weekly capacity × 52 ÷ 12. Annual capacity = Weekly capacity × 52. Backlog clearance time = Backlog items ÷ Weekly capacity.

Where: reviewers is the active review headcount; hours per reviewer is weekly time allocated to this program; utilization is the share of allocated time expected to be productive; and minutes per review is average handling time. The backlog estimate assumes no new items enter the queue and that the entered productivity assumptions remain stable.

What the result means

The main result is the estimated number of accessibility reviews the team can complete in a typical week under the entered workload assumptions.

This calculator is a planning aid. It does not determine legal obligations, establish a required compliance period, or replace advice from qualified legal, accessibility, environmental, procurement, or compliance professionals.

Given: 5 reviewers, 24 hours per reviewer per week, 42 minutes per review, 72% productive utilization, and a backlog of 360 items.

Calculation:
Productive minutes = 5 × 24 × 60 × 0.72 = 5,184 minutes/week.
Weekly capacity = 5,184 ÷ 42 = 123.4 reviews/week.
Backlog time = 360 ÷ 123.4 = 2.9 weeks.

Result: About 123.4 reviews per week, or 534.9 per average month.

Interpretation: Under these staffing and handling-time assumptions, the current backlog would require roughly 2.9 weeks to clear if no new work arrived.

Should utilization be set to 100%?

Only when essentially all allocated review time can be spent on direct review work. A lower value is usually more useful when the same staff also handle meetings, research, documentation, escalation, or training.

What should I use for minutes per review?

Use a representative average from recent completed work when available. If review complexity varies widely, run separate scenarios for routine and complex items instead of relying on one blended average.

Does backlog clearance time include new incoming work?

No. The displayed backlog weeks treat the current queue as a closed backlog. If new work arrives continuously, compare weekly capacity with the average weekly inflow before assuming the queue will shrink.

Can this estimate determine required staffing?

It can support staffing scenarios, but it does not establish a legally required headcount or service level. Actual staffing decisions should also consider review quality, escalation needs, deadlines, and program-specific obligations.

How is this different from an audit sample size estimator?

Capacity estimates how much work a team can process. A sample size estimator answers a different question: how many items to test when auditing a larger population at a chosen confidence and precision level.
