The Shift Coverage Conversion Rate Estimator measures the percentage of open or offered shifts that were successfully covered. It gives scheduling teams a simple way to compare coverage execution across periods, locations, or staffing channels.

Because the rate is based on counts rather than labor hours, it works best when shifts are reasonably comparable in size. Pair it with the uncovered-shift count or a capacity-gap measure when shift lengths vary materially.

What the result means

The percentage shows how often an open shift became covered during the selected period.

Use the same rule for what counts as “offered” and “covered” when comparing periods or staffing channels.

Given: 160 open or offered shifts and 142 successfully covered shifts.

Calculation: 142 ÷ 160 × 100 = 88.75%, rounded to 88.8%.

Result: Shift coverage conversion is 88.8%, with 18 shifts uncovered.

What counts as an offered shift?

Use a consistent event, such as a shift posted to an internal pool or sent to an agency. Avoid mixing shifts that were never released for coverage with offered shifts.

Should a partially covered shift count as covered?

Only if your operating definition treats partial coverage as success. Otherwise count it as uncovered or track partial coverage separately.

Can I compare teams with different shift lengths?

You can, but a count-based rate may hide differences in hours. For materially different shift lengths, also compare covered and uncovered labor hours.

Why can conversion improve while uncovered hours get worse?

The mix of shift lengths may change. A higher share of shifts can be covered even if the remaining uncovered shifts are longer.

How is this different from workforce planning conversion?

This rate focuses specifically on open shifts being covered, while workforce planning conversion can represent broader planned staffing actions.
