Does crew-hour mean one hour for the whole crew?

Yes. Ten crew-hours means the crew worked for ten elapsed hours, regardless of crew size. Worker-hours multiply those elapsed hours by the number of workers.

Can I use scheduled hours instead of productive hours?

You can, but the meaning changes. Including breaks, delays, or waiting time produces an all-in field productivity rate, while excluding them measures active production productivity.

How should I handle a changing crew size?

Use an average crew size only if changes are modest. For better accuracy, total the actual worker-hours across the period and use that value in a separate labor analysis.
